CONFERENCE OF AIBSNLEA (07/04/06) :- Karnataka
Circle Conference of AIBSNLEA held at Community Hall of BSNL ,Rayapur
(Hubli) on 07/04/2006. Large gathering of Open Session addressed
by CGM,Karnataka Circle Sri S Ramaganapathy,GMTD, Dharwad Shri D
S Narendra , GS Com. Prahlad Rai, President Com.K Sathynarayana, AGS
Com. P Venugopal , Organising Secretary(South) Com.R B Athani ,Circle
Secretary Shri H N Raghavendra Rao, President Com. S Anandakrishnaiah.
Conference was well organized by Host Branch led by Com B Ravindranath
Branch Secretary and Com A G Kittur President.In the delegate session
of the meeting lot of interaction on the important issues
concerning to all the disciplines. Each and every query was clarified
to their satisfaction by GS. New Office Bearers were elected
unanimously for the term 2006-07 in which Com S Anandakrishnaiah
as President ,Com H Y Andeli as Circle Secretary and Com. K R Idli as
Finance Secretary. House complimented service rendered by outgoing
Circle Secretary Shri H N Raghavendra Rao.

19.03.06:Views
on Transfers & Promotions:
The DoT stopped ad-hoc promotions a couple
of years ago in anticipation of the evolution of BSNL’s own
promotion policy. Even the labored BSNL promotion policy that was
ready to be released about a year back got aborted and everybody
knows the reason. Under the circumstances, General Secretary Prahlad
Rai did a commendable job in getting the DoT lift the ban on ad-hoc
promotions on the 6th of this month. Parellelly, the
AIBSNLEA has stepped up its efforts to convince the Corporate Office
about the advisability of finding candidates to work in Northeast
etc. from the list of the coming JTO-to-SDE and SDE-to-DE
promotions. The members who are on the verge of inter-circle
transfers need not panic as the GS is in constant touch with the
top-Management about its casual and arbitrary approach in this
regard. However, it must be understood that it is the business of
BSNL to develop and maintain telecom services even in J&K, Northeast
and Andamans and there is no room for politicizing the issue.
Instead, the members could hold meetings at the grass-root level and
come out with their suggestions on how to regulate such transfers in
future. Whether (i) the length of stay should be counted from the
date of entry into the Department, date of appointment as a JTO or
date of appointment as SDE or date of appointment as a DE (ii) the
executives should be posted to such tenure stations on promotion.
Floating various escapist theories tailored to individual needs in
telephonic conversations with the office bearers AFTER one
comes to know his name is there in the “list” will not just
help.

AIBSNLEA is opposed to
the withdrawal of ADC regime. The members are requested to
participate in protest demos being organized on the 1st
of March in this context.

Tax on perquisites:
Responding to the numerous letters of the Circle Secretary, the
Income Tax Department has at last written that the value of rent-
free accommodation/concession in respect of BSNL quarters is a
perquisite and liable to be taxed. In course of recent meetings with
the senior officers as well as in their written communication, the
Department has skirted the core issue that the accommodation is
neither rent- free nor concessionally rented. Although AIBSNLEA CHQ
is making efforts to convince the competent authorities at Delhi
about our case, the affected members may have to move the High

Meeting with Shri S D Saxena, Director (F) BSNL Board:
Circle President S Ananda Krishnaiah
and Circle Secretary H N Raghavendra Rao along with others met Shri
S D Saxena, Director (Finance), BSNL Board at Bangalore on
21.01.2006. They conveyed the frustration of the executives at the
delay in announcing the new promotion policy on one hand and the
stoppage of even ad- hoc promotions on the other. The Director said
that the concerns of the executives on this account would be taken
care of in near future and insisted on better performance from them

Change of Guard:
As already announced, Rajasthan Circle Secretary Com. Prahlad Rai
will replace Com. S Basu as the General Secretary of AIBSNLEA. While
placing the meritorious services rendered by Com. Basu for the cause
of TESA / AIBSNLEA all these years, the Karnataka organ of the
association extends its unstinted cooperation to Com. Prahlad Rai in
his challenging task ahead.
Following the election of Com. R B Athani as the Organizing
Secretary (South), CHQ, Com. Mahantesh Banagar, SDE, Belgaum will
take over the duties of Circle Area Secretary covering Belgaum,
Bellary, Bijapur, Hubli, Hubli STR and Karwar Divisions from Com.

Joint Forum Strike
Deferred:
Today’s proposed strike deferred. DoT has assured that (1) no
disinvestment of BSNL shares is being considered at present, (2)
BSNL will not be forced to share its copper cable and infrastructure
with private operators, (3) the question of granting Navarathna
status will be pursued vigorously and (4) the Unions would be taken
into confidence while formulating the New Telecom Policy.
04.01.06:
Joint Forum strike:
There is no change in the programme. As per the notice served by the
CHQ, the AIBSNLEA members will be observing Pen/Tool Down Strike on
05.01.2006 (Thursday). On that day, the members should not discharge
their normal duties and responsibilities in their offices. They may
also take part in any demos that may be organized by the
participating organizations on that day.

Pen-down/Tool-down Strike on 05/01/06:
It may be recalled that recently All India BSNL Executives’
Association participated in certain demonstrative actions to express
its solidarity with the comrades who were protesting against the
policies of the Government that are inimical to the interests of
BSNL. As a large number of Group A officers who are “working” in
BSNL without belonging to it are also posing an immediate challenge to
the viability of the Company, the Association has duly highlighted
the point in its notice served on the 27th of December
2005. As you all know, sufficient time was not there for debates and
preparations as the Association is in the midst of its preparations
for its Hyderabad AIC. Under the circumstances, the Circle HQ
appeals to its members to make all possible efforts for the success
of the movement

Delhi High Court has ordered to
maintain status-quo on the issue of non-reversion of 1966 SDEs till
next hearing in a petition filed in the court which was heard today.
DoT’s order regarding the reversion of 1966 SDEs will thus be
inoperative. Next date of hearing of the case is 14.12.2005. For

24.09.05: ABSORPTION OF GROUP `A’ OFFICERS- The
Deemed Deputation of Group-A Officers in BSNL is to end w.e.f
01.10.2005 as per the Cabinet decision taken at the time of
formation of BSNL. DoT has decided to receive the options from
the Group-A officers for their absorption up to 26.09.2005. There is
strong resistance from the ITS Association for absorption.
Now, there might be a move
for extending the deemed deputation period which we vehemently
oppose. AIBSNLEA, in its CWC
meeting at Bhopal in July 2005, resolved not to work under the
deputationists after 30.09.2005. In order to preempt any move for
extension of deemed deputation period.
All Branch/ Circle Secretaries of

CIRCLE EXECUTIVE COMMITTEE Meeting:
After the first Karnataka Circle conference of AIBSNLEA held in May
2004, the circle executive committee met for the second time on the 14th
of May 2005 as scheduled. Several organizational and cadre issues,
especially the recent agitation and pending demands for time- bound
promotions etc came up for in- depth discussion with active
participation of all those who were present. The House decided to hold
the next CEC (before the next circle conference due in May 2006) at
Hubli in November 2005 as desired by the local members.
FLASH
(11/05/05):- (A) AAO/JAO PAY SCALE: Operation of
orders dated 24.03.2005 of BSNL Corporate Office withdrawing
implementation of Ministry of Finance order for revision of CDA pay
scale of JAO/AAO has been stayed by Hon'ble Delhi High Court today
while hearing writ petition filed by AIBSNLEA. Next date of hearing
is 08-11-2005 (B) MEETING OF MANAGEMENT COMMITTEE: The Management
Committee of BSNL is to meet today at 15.00 hrs. The Promotion
Policy for BSNL Executives is also likely to figure during the
discussions in the meeting

COMMITTEE Meeting:
The Karnataka Circle Executive of AIBSNLEA is meeting at the DTTC,
opposite to RBI, near K R Circle Bangalore on 14.05.2005 (second
Saturday) as already communicated through the latest Newsletter and
the letter dated 2/5 addressed to all the eligible participants. The
members are requested to be present at the venue at 0900 hrs sharp so
that all the business could be finished by 1800 hours. Accommodation
for the participants has been arranged at the Inspection Quarters of
the Amenity Block attached to the Telecom Building (near AG’s Office,
West of Vidhana Soudha). Should any other information be required,

The Circle Secretary addressed the members of AIBSNLEA on

affairs. It was convened by the Secretary H M Lakshmeesha with the
President Shridhar Aksali in the Chair. Circle Organizing Secretary
K S Prasanna Kumar also addressed the meeting. The members bade
farewell to Com. K V Nalini, AGM who just took VR and Com. C A D
Prasad, DE CKG who was working in Hassan until recently. Com. P S
Nagaraj proposed a vote of thanks

ACS H
Y Andeli addressed an informal meeting of local members convened by
Branch Secretary B N Halappa. It was presided over by the Branch
President Nandini Kamath. The ACS called upon the members to
participate actively in the impending trade union actions under the
aegis of the UFOBEX and interacted with the members on various
Local/Circle/CHQ issues. The meeting ended with Com. A O Bhaskar
proposing a vote of thanks.
JAG
Officiating:
The local officiating arrangement in JAG in Karnataka Circle was not
renewed in time after 7/1 because the Administration developed some
doubts about the advisability of giving ad-hoc promotion
(officiating) to the JAG of ITS Group A to the officers (DEs) in STS
on “ad-hoc” basis. The Circle Secretary and ACS H Y Andeli met the
CGM Shri S Ramaganapathi on 18/1 and justified the officiating
system in vogue in the Circle. The CS followed up the meeting with a
letter (click here) on 19/1,
but Circle Administration issued
officiating for regular DEs and only looking-after order for adhoc
DEs on 27.01.2005. Click
