The property on Bond Road, where the dump is located, has been used for agriculture by several owners over the past hundred years. In the late 1950's the owner added more property to the farm and sold it to realtors, Chester and Vivian Wilson. In 1968 the Wilson's leased the property to Jennings Sanitary Dump System Inc., with Robert Jennings (Clerk of Courts, Hamilton County) as operator. This began the property's history as a dump. The open dumping of waste began in the ravines of the land. No one is sure what types of materials were dumped or their source. In 1973 Browning Ferris Industries (BFI) took over the lease and operations of the dump.Materials from industries such as Monsanto were dumped there. Monsanto Inc. purchased the property in 1980 but BFI continued operating the facility. In 1981 BFI stated that unknown quantities of hazardous waste were dumped in the landfill. None of the hazardous materials, including the unknown hazards, have ever been removed. Twenty-five acres in Indiana were added to the landfill in 1980. Monsanto used dirt from Indiana to cover the waste on the Ohio side. This practice was objected to by Indiana authorities.
