To promote safety along the highways, enhance traffic safety conciousness through Inter-Agency cooperation concerningPolice Traffic Safety Engineering, Traffic Safety Education and Traffic Law Enforcement Functions, and should develop reforms in the crime prevention aspects against all forms of lawlessness committed along the National Highway involving the use of motor vehicles to better secure the riding public and motorist.
