It is ironic that nearly five decades after being one of the chief proponents of nuclear disarmament, India has now blocked the Comprehensive Test Ban Treaty (CTBT), an historic agreement aimed at a ban of all nuclear explosions. Most of the West has labeled India a "spoiler." In truth, however, India's decision should be handled with sensitivity and caution: underlying India's change in stance are historical and political factors which have, since its independence, transformed an adamantly non-militaristic nation into a regional superpower. - Vikas Kapur
