The CCAC Fantasy Football League (CFFL) is a fantasy football league that was formed in 1995 following the guidelines set forth in the 1993-1994 edition of "Rotisserie League Football" by Peter Pascarelli. Beginning with the 1998 season, the CFFL has implemented a new set of rules following the guidelines set forth by Commisioner Long.
The fundamental concepts of the CFFL are as follows:
Setting The Date
Each year's Draft Day will be held during the week prior to the start of the NFL regular season. During the month of July, the Commissioner will begin asking team owners to specify the day(s) that they will be free to participate in the draft. Once all the responses have been gathered, the exact time and place for the draft will be announced.
Draft Order
The order for the CFFL player draft will be drawn early in the NFL pre-season as soon as the teams for the year are set. The Commissioner and at least 5 other owners must be present at the drawing.
The CFFL draft will consist of 20 rounds. In the interests of fairness and parity, a new drafting order is drawn for each odd-numbered round, with the order for each even-numbered round being the reverse of the preceding odd-numbered round.
A deck of playing cards is used for drawing each odd-numbered round's draft order. Each team will draw one card for the round in question, with the value of the card indicating the team's draft position.
Team Representation
Each team must be represented by a separate individual at the draft. Since each owner has at least a month's advance notice of when the draft will take place, it is his responsibility to make other arrangements with the Commissioner if he is unable to attend.
Only two types of "other arrangements" will be accepted by the Commissioner. The first is for the owner to send a representative who will draft for his team. If the owner cannot attend the draft and cannot find an alternate to represent him, he may prepare a draft list that the Commissioner will use to draft players for his team. If the end of the list is reached before the end of the draft, the team's remaining picks must be completed after the draft.
In the event that an owner cannot attend the draft and has not made other arrangements, his team must be built from those players remaining after the draft is finished. That would really SUCK!
Time Limits
To prevent the draft from dragging on too long, there will a limit on the time a team has to make each pick. The rules on the time limit for drafting players are as follows:
We do not want to enforce bypass rule so be PREPARED to make selection when its your turn to draft.
Size
Team rosters are limited to 20 total positions not to exceed 2 def/spc teams .
Starting Line-up
Each owner will select 10 players from his team's active roster to "start" that week. The roster players not selected to "start" are "reserves" and will have no impact on their CFFL team's game. Of the starting 10 players, the following positions will make up the starting lineup:

"Slash" Players: Some NFL players play multiple positions on offense, or are listed by their team at multiple positions on offense. In the CFFL, players must be assigned to one and only one position. The position that a "slash" player is assigned shall be based on the depth chart for the owning NFL team. The position on offense which has the player listed "higher" shall be the player's assigned CFFL position. Any disputes shall be resolved by a league vote.
All starting lineups must be reported to the Commissioner by no later than 12:00 Noon each Sunday. Your lineup should be submitted to the Commissioner using voice mail at 248-952-2848. Also leave your starting lineup with your opponent...If you located in CCAC there is a list called CFFL to send message to everyone. Future lineups may be submitted on website if i can work out the kinks.
Thursday NFL Games: If the current week's NFL schedule includes one or more Thursday games, all players playing on Thursday shall be designated as "early" players. Owners with "early" players must declare them as either "starters" or "reserves" by game time Thursday. ALL OTHER players must be declared by the normal deadline. If no declaration is made, all "early" players will be "frozen" in their current position (based on the previous week) and cannot be altered. Owners may turn in their full lineup by the early deadline, with the understanding that they may freely change their "late" game players as long as these changes are made by Noon Sunday.
Missing the Deadline: If a team fails to declare a lineup by the published deadline, its previous week's lineup will automatically be used as its lineup for the current week's game.
Trades
Owners may trade players and free agent picks between them. Trades are not permitted prior to the completion of week 1 games, nor after the lineup deadline for week 10 games.
Trades must be executed prior to the lineup deadline for each week's games. If a trade is made after the deadline, the players involved are not actually traded until after the completion of that week's games.
Trades may involve players and/or free agent picks. Trades may not involve future season draft picks or any non-league assets (beer, cash, etc.).
Unbalanced Trades: Teams may execute unbalanced trades. However, each team's roster must still end up with 20 players. This means that the team that ends up with more than 12 players must drop the excess player(s). The team that ends up with less than 20 players must pick up an additional player(s) from the free agent pool. This type of free agent selection is made after the completion of that week's normal free agency draft.
Free Agency
After the completion of the NFL games for week 1, the Free Agent market shall be declared open. It shall remain open for weeks 2 through 13, and shall be closed when the lineup deadline for week 13 is reached.
Each owner shall have the option to replace players on their roster with an unowned free agent each week. Each week's free agency draft will be held on Tuesday at 5pm unless otherwise announced by the Commissioner. Teams with poorer records shall select before those with better records, PLayers may not play for a team more than 1 time during season. Loser of Head to Head matchup being the first tie breaker, least YTD points scored as the second tie breaker, most YTD points allowed as the third tie breaker, and a coin flip as the final tie breaker.
Free agent request are open from Sunday to 5pm Tuesday at that time commish will update all those persons trying to pick up players if they received the player they requested. From 5pm to roster submission is is an open free agent market (first come) If a free agent is selected, the owner must also give the Commissioner the name of the player to be dropped to make room for the selection.
Status of Dropped Players
Players dropped in conjunction with a trade or a free agent selection are not eligible for subsequent selection by other teams during that week.
The CFFL will use the combined Basic/Performance scoring method as detailed below:

Each week of the regular season, teams are paired against each other in head-to-head competition. For each game, the team whose starters score more points will be declared the winner, the other team the loser. In the event of a tie, the game will be declared a tie. Cumulative win-loss records are kept for each team during the regular season.
Divisions
The CFFL is comprised of 12 teams, divided into 3 divisions of 4 teams each. The assignment of teams into divisions will be done by a random draw, using a deck of playing cards. Ten cards, Ace through Ten will be used. Each card represents a team number from one to ten. Teams drawing cards A-4 will be assigned to Division A, while the teams drawing 5-8 will be assigned to Division B, and teams drawing 9-12 will be assigned to Division C.
Scheduling
The Commissioner has prepared a generic schedule providing for head-to-head competition on a weekly basis. Teams shall play two games against each team in its division and one game against each team in the other divisions for a total of 14 games. The CFFL season is 14 weeks long, with NFL weeks 15, and 16 reserved for the CFFL playoffs. The NFL's week 17 is ignored by the CFFL and may be used for all pro game.
Playoff Berths and Tie Breakers
At the end of the CFFL regular season, 4 teams will be awarded berths into the CFFL playoffs. Playoff berths shall be awarded to the 3 division champions, and to the 1 team with the next-best records (wild card) .

Multiple-way Ties
In the event of a tie involving three or more teams, the following procedure shall be followed. Apply the tie breakers to the group as a whole, in the order specified. It is possible that a specific tie breaker step may break apart some, but not all, of the teams in question. In that event no more tie breakers shall be applied to the group as a whole. Rather, each smaller tied set of teams shall have the tie breakers applied again, from the top of the appropriate procedure.
Playoff Brackets
Week 15 - Semi-Finals: The three division winners are seeded 1 thru 3. The wild card team is the next best team from any division. #1 Seed plays Wild Card Team and #2 plays # 3 Seed.
Week 16 - Super Bowl: The two teams that advanced from the Semi-Finals shall meet in the Super Bowl to determine the League Champion. For this game, the higher seeded team shall be designated the Home Teams and will have Home Field Advantage.

Home Field Advantage
If a playoff game ends with the starters from both teams scoring the same number of points, the team with Home Field Advantage will be declared the winner.
Team Fees
Each CFFL team owner shall pay a $50.00 team fee at the start of the season to cover the costs of the league management software purchased for the league.
All other fee Questions should be directed to Commish.
In the event of a question of interpretation of an existing rule, a vote of the league owners will decide the issue. In the event of a tie, the Commissioner will cast the deciding vote.
