The Official CGHL Rule Book Last Revised on November 24 1997 ********************** A. DEFINITION OF TERMS ********************** ACTIVE ROSTER - the 20 players who will play in a game. COACH - individual responsible for the construction of team lines and starting goaltenders. FARM TEAM - Corresponds to a team in the farm league FRANCHISE - corresponds to a CGHL team. GM - individual responsible for the everyday business of the franchise such as trades, budgets, etc. LINES - there are 18 line combinations that need to be constructed by the coach. There are three sets for each of the following categories : 5 on 5, 4 on 4, 5 on 4, 5 on 3, 4 on 5, and 3 on 5. OWNER(S) - consists of the gm, coach, and any other(s) associated with a franchise. PRO TEAM - these are the players with which a coach can use to form an active roster. Injured players from the pro team cannot be moved to the farm team. FARM TEAM - these are the players with which a coach/gm can use to form part of an active roster with there pro team's developing players. NOTE : There is a limit of 25 players on the pro team, including injured players. The least amount you can have is 20 ****************** B. CODE OF CONDUCT ****************** 1. Each franchise owner(s) is EXPECTED to respond to all trade inquiries as soon as possible. 2. Roster changes MUST be in by the appropriate times and in the appropriate format for them to take effect. 3. Keep in touch with me every now and then just so I know you're alive and partially monitoring your team. 4. Every franchise owner(s) is expected to manage his team professionally and in particular to promote the long-term well being of his franchise. 5. In the event that your roster has problems and you haven't sent me a new one, I will randomly select a player from the released or undraft player list. NOTE: I will not necessarily choose the best player available. This means it is to your benefit to pay attention to injuries and such. 6. Press Releases are encourage as a way of adding realism to the league. What is a press release I hear you ask? Well, it can be anything. A serious newspaper article summarizing last nights game; a parody of a real newspaper article; a knock on another team (within good taste please!); or even just a trade announcement. Writing News/Press releases is a good idea when finishing a trade or when the season has begun, or before/after a game is played, or if some players become available for trade on a team. You can send them to the league in general, or you can send it to the commissioner who will then forward it to the rest of the league. 7. If I forget to clarify anything don't hesistate to ask. First of all don't bother joining this league if you do not wish to participate. Participation is required to make this League have another successful season. I don't expect owners to make changes everyday to their team (line/roster/trades), but I do expect some amount of participation. Generally I consider adequate participation a few times (2-3 times) month of sending in lines or whatever, to let me basically know that you are still around. But, I've noticed the teams which generally participate more are the most successful teams, beacuse they usually improve on their weakness and have an overall better competitive team. 8. League Polls/Trophy Nominations: Every team is required to vote in League Polls, All-star selections, Trophy nominations, etc...teams who do not participate regularly, may face severe consequences (like catapult)! 9. GM Absences Let me know if you're going to be out of contact for a while. Ie. At a cottage, exploring the North Pole, developing polio vaccines. This is just so other people will understand why you're not answering email. ************** C. LEAGUE PLAY ************** 1. The TFHL uses the software written by Bethesda Softworks known as Hockey League Simulator 2, League Manger and Attendance Generator Version 2.1. 2. Games will be played on a regular basis, on a schedule convienient to the league's commisioner. Hopefully I can get out 5-7 a week but don't hold your breath. 3. There are currently 18 teams who play in the CGHL. Boxscores will be sent to each owner via e-mail. 4. The franchise gm is responsible for conducting the roster movement business of the franchise. This involves negotiating trades, moving players between the pro and farm teams, and conducting future drafts. The gm is also responsible for choosing the active roster and the starting goaltender as well as ALL 18 lines. 5. If no roster update is sent by the time of the next game for the reason(s) of injury, suspension, and/or trade, the league offices reserve the right to make the choice without the consent of the franchise in question. 6. An All-star game will occur at the midpoint of the season with the starting lineups voted for by the league's owners. 7. Setting Jersey Numbers Once the Entry-Draft is completed, managers can assign jersey numbers to players. The players being imaginary entities, they are unlikely to balk at having their number changed. The only other time a player's jersey number may be changed is when a player is traded during the offseason. Changing jersey numbers for players midseason causes problems with the stat-keeping of the program. The valid range for jersey numbers is 0-99. No two players on the same team may have the same jersey number at the same time. ***************** D. PLAYER RATINGS ***************** 1. Forwards and Defensemen H - Handedness - lefty or righty, side of body the shot comes from. Ps - Position - they play on the ice. Ag - Aggression - how hard a player forechecks; how much he hits; how much he fights and goes into traffic. Qk - Quickness - basically how fast he is on skates. Pw - Power - the overall muscular build of a player. Fa - Fatigue - how quickly he tires. In - Injury - how resistant a player is to injuries. Pn - Penalty - how susceptible to making penalties. Sk - Skating - basically a player's skill on skates; how well he turns; how quickly he accelerates; how tight are his turns; how fast he can come to a complete stop. Pa - Passing - how well a player passes and makes plays. PC - Puck Control - how good a guy is at stick handling. Ck - Checking - basically how well and how willing a player is to back check (i.e. how good he is in the defensive zone). Sh - Shooting - hardness, accuracy, and quick (release) a guy's shot is. Also give consideration to goal scoring ability. 2. Goaltenders H - Handedness - lefty or righty, the side of the body that holds the goalie stick. Ps - Position - they play on the ice. Ag - Aggression - how likely the goalie is to come out of the crease, to take away angles, or to make a play on the puck. Qk - Quickness - how quickly the goalie moves around in his net. Pw - Power - the same as forwards, but a higher power goalie is bigger and therefore covers more net standing. Fa - Fatigue - how quickly he tires. In - Injury - how resistant a player is to injuries. Pn - Penalty - how susceptible to making penalties. Pa - Passing, how good a goalie is at passing the puck to a forward or a defenseman. PC - Puck control - how well the goalie controls rebounds and allows rebounds. *********************** E. INJURIES/SUSPENSIONS *********************** 1. Every game, an injury/suspension report will be released showing who is injured and or suspended and the length of the injury or suspension. The gm will be responsible for sending in new lines to accommodate the injury or suspension. 2. When a player is injured a reason for his injury will be given. It could be an accidental injury or one inflicted by another player. If the injury is inflicted by another player the head of injury/suspensions will suspend the player if he feels it is warranted. The suspension is usually for half the number of games the other player was injured for. ********************* F. TRADE NEGOTIATIONS ********************* 1. Trades may ONLY involve players, draft picks, money, and future considerations. 2. Trades may consist of any number of players in any combination. 3. Teams have a responsibility to provide all information necessary to a gm and coach (if applicable) to analyse a trade. This includes the injury and suspension status of all players involved. However, once a trade is finalized by the league offices, it is assumed that all gm's have the full knowledge of the status of all players involved in the transaction. 4. Trades are made by submitting e-mail to the Head of Trade Office: keith@uoguelph.ca Thus all gm's involved have to ensure that the trade is finalized and that confirmations can be submitted promptly by all parties involved. 5. When the second confirmation is made, the player proceeds to his traded team. New line changes will be required to accommodate the new player if necessary. 6. After a trade, new players are SENT to whatever league there in. So if the player plays in the farm league then he goes to the teams he is being traded to farm's team. If you want the player to do otherwise, you must state so in an email to the commisionner. 7. TRADING FUTURE CONSIDERATIONS: You may trade what is called future considerations to a team. Future Considerations means you have 1 month to give that person a player/draft pick. The considerations will vary depending on the impact the player traded has on the team he was traded to. The team who will be recieving must agree to the player offered to him when that time comes. If the teams can not reach an agreement then a 3 man commitee will be appointed by the commissioner to decide compensation to the team recieving the considerations. ****************************** H. TEAM REVENUE AND EXPENSES ****************************** 1. Each team starts with $24 million. 2. Due to revenue sharing, each team will make $24 million a season to cover expenses. 3. Teams must ALWAYS be under the salary cap. 4.Training Camp Each team will be able to send a specified number of players to training camp depending upon what position that team finished in the previous season. Teams that miss the playoffs get 6 training points to work with. Teams that make the playoffs get 4 training points The following rules are to be used. 1.You cannot send a player to training camp more than once. 2. No player can go up by more than 2 training points 3.You must specify which players will be sent by the specified deadline which will be announced after the conclusion of the draft. 4.You cannot trade training camp trips. 5.You cannot accumulate trips. They must all be used up prior to the beginning of the season. *************** I. LINE CHANGES *************** 1. The franchise coach is responsible for choosing a team's active roster and for sending in lines and goaltender rotations to the league offices. 2. Each franchise MUST dress 20 players for their active roster. 3. Each franchise MUST dress a certain amount at every position : - 3 centres - 6 defensemen - 3 right wingers - 2 goaltenders - 3 left wingers - 3 any position 4. If you are only making a small change to your lines, send the change in in point form rather than resending your entire lines. If it is a large change then resend the entire lines. Making Lines ====== ===== NOTE: players may not be dressed out of position (ie. forwards can't play defence and defensemen can't play forward). However forwards can be dressed at any one of the three forward positions. PLAY-OFFS ************ 1. Regular season rules still apply in the playoffs. 2. The top 7 teams in each conference qualify for the playoffs. Ties for playoff spots will be determined first by wins and if there is still a tie, the playoff spot will be given to the team with the greatest goal differential (goals for - goals against). 3. Every playoff series is a best of seven game series. ************************** L. ENTRY DRAFT [Mandatory] ************************** 1. Draft order will be as follows : 1 - All the teams that missed the playoffs 2 - Then the playoff teams well be added by there points lowest to highest 2. Number of rounds in the draft is officially set at 5, but subject to change without notice. ************* O. SALARY CAP ************* 1. The salary cap will be $24 million dollars and you are not allowed to exceed this limit. If the league offices notify you that you are over the cap, and you don't respond before your next game, you will forfeit that and each subsequent game until you reduce your payroll to the $24 million limit. You should be aware of your payroll, and no notice is required before games are forfeited. ********* P. AWARDS ********* The following trophies will be awarded based on voting by franchise gm's at the end of the season : - Hart Trophy (League MVP) - Lady Byng Trophy (Sportsmanship) - Norris Trophy (Top Defenseman) - Calder Trophy (Top Rookie) - Vezina Trophy (Top Goaltender) - Selke Trophy (Best Defensive Forward) - Executive Trophy (Top GM) - Jack Adams (Top Coach) The following trophies are awarded based on season stats : - Art Ross Trophy (Most Points in a Season) - William Jennings Trophy (Lowest Goal Against Average) - Alka Seltzer Trophy (Best Plus/Minus) - President Trophy (Best team in the regular season) - Dave Schultz Trophy (Most PIM) - Montgomery Burns Cup (Most Improved team from last Season) - Press Release Award (Best Pr of the Year) The following trophy is awarded based on voting by the league offices (ie. Keith and Warren) : - Conn Smythe Trophy (Playoff MVP) ******************* Q. PLAYER CONTRACTS ******************* 1. After the initial draft, players' contract lengths will be set in following way. Your highest ranked player is signed for one year, second highest - 2 years, 3rd highest - 3 years, 4th highest - 4 years, 5th highest - 1 year, 6th highest - 2 years and so on and so on. In the case of two players being tied at a ranking position the gm will choose which player gets which contract length. 2. Initial salaries will be set by the hockey simulator. 3. A minimum salary will be set at $100,000 annually. 4. In the Entry Draft any players chosen in the first and second rounds will have an automatic 3 year contract at a salary set forth by HLS2. Any Player drafted in rounds 3 to 5 will have a 1 year contract at 100,000. 5. No team's total salaries may exceed the salary cap of $24,000,000 per year. 6. Minor league players have to be signed to a contract. 7. Contracts can not be negotiated until it runs out. However, a contract may be bought out by paying the amount the player would have made in his remaining years with the team. This results in that player being a free agent. 8. Player contracts may range from 1-4 years. 9. After each season a period of free agency will occur. A list of all free agents will be posted (either on a web page or by email). Gms may then submit bids on any of these players (either on the web page or by email). Every night during that period a list of free agents plus the offers received on them will be posted. Offers may be sent in at any time during the free agency period. At the end of this period, the owner for whom each player played last season will have an opportunity to match the highest offer on their player. If they choose not to match then the bidding team gets the player. If no offer is made on a player and he is ranked above 73, he can be resign for the same salary. If the player is under 74, he can be resigned for « his old salary. 10. Bids must be sent in in the following format. FARM TEAM PLAY ***************** There will be four or five farms teams made up of everybody's minor league players who will play in a farm league. At the end of each farm season, the players will be rerated based on their stats (the program does this not me!).
