2003 PAFFL Rules and Regulations

Season: The Picatinny Arsenal FFL will consist of thirteen (13) regular season games and three (3) playoff weeks. The season will commence on the first regular season game of the 2003 NFL Season. The league will consist of twelve (12) teams playing in three (3) divisions.

Weekly Submittal of Rosters: Rosters for each week's games must be submitted to the commissioner NLT 12:00 PM on the Friday of that week's games; with the exception being for Thursday games and holidays. For Thursday games those players to be started on the Thursday night teams must be submitted to the commissioner NLT 4:00 PM Thursday with the remaining roster by the normal Friday deadline. Holiday weeks will be handled as they occur. If a roster is not submitted by the deadline, the previous week's roster will be used.

Drop/Add and Trading: Add/drops are permitted only Monday through Friday (excluding government holidays). The deadline for add/drops each day will be at 4 PM. Any add/drops received after 4 PM will count for the next day. After a player has been dropped, he will be available for pick up on the following day. The commissioner will notify all the owners via the mailing list when a player has been dropped and is available for pick up. If, for some reason, the commissioner is unable to send a message via the mailing list, the player will not be eligible for pick up until the time when the message has been sent. There will be NO weekend transactions allowed, any transactions received will not count until Monday.

The deadline for all drop/adds and trading will be the 13th week (last regular season game) at the 12:00 PM roster submission deadline. The exception will be for injured players on playoff teams only (THOSE PLAYERS ON THE NFL INJURY REPORT LISTED AS QUESTIONABLE OR WORSE, i.e. questionable, doubtful, out or injured reserve), where an addition will be permitted. This rule is only applicable in cases where a healthy back-up player is not currently available on the team's roster. The added player must be of the same position (QB for QB) and the dropped player goes into the pool for the following season.

Roster and Starting Line-up: The roster must contain 15 players. The starting line-up shall consist of the following:

1 Quarterback
2 Running Backs
2 Wide Receivers
1 Tight End
1 Kicker
1 Defense

Game Tie Breaks: All tie breaks will be determined by the defensive team which allows the fewest total offensive yards against them during the week's action.

Scoring: Scoring shall be as follows:

Throwing a touchdown - 3 pts.
Catching a touchdown - 6 pts.
Running for a touchdown - 6 pts.
Kicking an extra point - 1 pt.
Kicking a field goal - 3 pts.
Defensive/Special Teams unit scores a safety - 2 pts.
Defensive/Special Teams unit scores a TD - 6 pts.
Throwing a 2 pt. conversion - 1 pt.
Catching a 2 pt. conversion - 2 pts.
Running a 2 pt. conversion - 2 pts.

Fees and Fines:
The annual team fee is due on the night of the draft in cash. The remaining fees will be tracked by the commissioner and available for review and will be due following the 13th week.

Annual team fee - $10 (DUE ON THE NIGHT OF THE DRAFT)
Add player fee - $1
Weekly team fee - $3
Fine for missing roster submission - $2
Fine for cheating - $10 (at the discretion of the commissioner)
Fine for submitting player at wrong position - $2 (in addition, the team will receive 0 points from that position for the week)

Prizes: Prize money will be distributed as follows:

PAFFL Bowl Winner - 50 %
PAFFL Bowl Loser - 30%
3rd Place * - 15%
4th Place * - 5%

* 3rd and 4th place will be determined by a consolation game between the two playoff teams which did not make the PAFFL Bowl. This game will take place the same week as the PAFFL Bowl.

Commissioner: Phil Vermaelen will serve as the 2003 Commissioner. The decision of the commissioner is final. The commissioner will call for a vote or poll the other owners individually whenever possible before he makes a ruling.

Standings/Order of finish: The following guidelines will be used in determining the order of finish for all record tie-breaks:
1. OVERALL RECORD
2. ONE ON ONE/HEAD TO HEAD RECORD
3. TOTAL POINTS SCORED

Number of Games/Schedule: Each team will play 13 regular season games; teams will play each team in their division twice and all out-of-division teams once (with the exception of one team).

Divisions:

A - teams # 1,4,7,10
B - teams # 2,5,8,11
C - teams #3,6,9,12

Play-Offs: 6 teams will make the playoffs (the 3 division winners and 3 wildcard teams). The 2 division winners with the best record will received 1st round play-off bye. Wildcard teams will be the 3 best records (regardless of division) excluding the division winners. 3rd division winner will play 6th, and 4th will play 5th in playoff week #1. Play-off week #2 would be 1st vs. worst advancing record; 2nd vs. best advancing record. Play-off week #3 would be the PAFFL Bowl and Consolation Game to determine 3rd & 4th place.

Draft Procedure: Order of draft to be determined on draft night based on draw of cards. The draft will proceed in a snake order format (i.e. Team 1 picks 1st in Round 1 all the way through Team #12 which has the 12th pick. In the 2nd Round, Team #12 will pick 1st all the way through Team #1 which will pick 12th in the 2nd Round and so on...
