I. | The annual franchise fee is $60. ($62 if paid through PayPal.) |
II. | A maximum of two franchises per household may exist. |
III. | A franchise may consist of no more than 2 acting partners. An acting partner is defined as anyone with financial interest in the team, or someone with clearance to make transactions in place of the owner. |
IV. | One team's acting partner may not act as or on behalf of an acting partner for another franchise. |
V. | Franchise transactions and sales are subject to review by the other FFL owners. |
VI. | Participation in the CLMFFL obligates a franchise to follow these rules and abide by League decisions. |
I. | The draft shall take place on Saturday, August 26, 2006 at the Main St. Pub in Portage. | ||
II. | A franchise must represent itself at the draft in one of two ways. | ||
A. | in person. | ||
B. | by pre-prepared lists/magazines | ||
1. | If a franchise sends a list or magazine, they must designate in which order they would like the positions drafted (i.e. 1st rd. - QB, 2nd rd. - WR, etc.) | ||
III. | The draft will consist of 16 rounds. | ||
IV. | Any players eligible to be saved for this year's draft must be declared prior to any draft activity. | ||
V. | First round picks shall be determined by the previous year’s standings. | ||
VI. | Draft order among “expansion” franchises will be determined by online lottery. In the rare case that two veteran owners combine to form one franchise, the lower of the two picks will be given that team. (i.e. Team A wins the Toilet Bowl, but their owner decides to merge with Team B, which won the Super Bowl. This combined team would receive Team B’s pick.) | ||
VII. | Picks in rounds 2-16 shall be determined via online lottery. | ||
VIII. | All draft requirements must be completed by the end of round 14. | ||
IX. | Round 15 is the X-Factor Round. The player picked in the X-Factor Round may be from any position. This player may not be retained next year, and he must remain on your team for the duration of the year. Think of him as a highly skilled mascot. | ||
X. | Round 16 is the Cheerleader Round. Each team must select a hot beeyotch to represent its fortunes. The winning team of each week will see its cheerleader appear on the CLMFFL home page, proclaiming its victory. | ||
XI. | Draft Requirements. | ||
A. | Each team must draft 2 Quarterbacks, 2 Kickers, and 2 Defenses. | ||
B. | The remaining offensive slots may be determined by the owner of each respective franchise. The possible offensive line-ups are as follows: POSITION (# of starters, # of back-ups) #1 RB (2,1) and WR (3,2) #2 RB (2,1) and WR (2,1) and TE (1,1) #3 RB (2,1) and WR (1,1) and TE (2,1) #4 RB (2,1) and TE (3,2) #5 RB (1,1) and WR (4,2) #6 RB (1,1) and TE (4,2) #7 RB (1,1) and WR (3,1) and TE (1,1) #8 RB (1,1) and WR (2,1) and TE (2,1) #9 RB (1,1) and WR (1,1) and TE (3,1) (for example, offense #1 will play 1 QB, 1 K, 1 D, 2 RB’s, and 3 WR’s each week.) | ||
C. | Every team will announce its offense at the time of their first overall pick. If a team assigns no slot to Tight End, for example, then that team may never have a Tight End on its roster. (If only one team chooses the TE slot, however, that team can wait until the last two rounds to pick the two best TEs in the NFL.) | ||
D. | A player’s position is designated by official publications of the NFL. Marshall Faulk is a running back, Randy Moss is a wide receiver and so on. | ||
E. | When a player’s designation is uncertain, a franchise must determine a player’s designated role for the duration of the season at the draft. (e.g. Back in the days when Slash played QB and WR, he would have to be designated one or the other at the time of his drafting.) In the event of a trade of that player, the designation may change - limited, however to the NFL's designations. | ||
XII. | Protections | ||
A. | If an owner returns the following year, certain players may be retained. | ||
B. | One player, selected in the 5th through 9th rounds, may be protected as a 2nd rounder the following year. | ||
C. | One player, selected in the 10th through 14th rounds, may be protected as a 3rd rounder. | ||
D. | For a player to be retained, he must remain on the same fantasy team for the duration of the previous season. |
I. | Lineup Regulations | ||
A. | Each week a franchise shall activate 1 QB, 1 K, 1 D, and the appropriate number of RBs, WRs, and TEs for their particular offense. | ||
B. | Weekly lineup changes must be communicated to the Commissioner before the first game of the week. (If you played Green Bay’s defense last week, and they play on Wednesday, it is assumed they are to be played again unless otherwise communicated to the Commissioner prior to that game.) | ||
C. | Should a franchise not contact the Commissioner prior to the first game of the week, the lineup may not be altered for that week. | ||
D. | If the lineup is not on the site by Sunday morning, you must assume the commissioner did not receive it. | ||
E. | The Commissioner can be reached in one of 4 ways. | ||

II. | League Format | ||
A. | Initial Designations | ||
1. | Division assignment is determined by first round draft order. | ||
2. | First round trades will affect division assignment. | ||
3. | Division A will consist of selectors 1, 4, 7 and 10. Division B will consist of selectors 2, 5, 8 and 11. Division C will consist of selectors 3, 6, 9 and 12. | ||
B. | The league will be in a schedule format. | ||
1. | Each fantasy team will be given a fantasy opponent for the week. | ||
2. | The team’s total week score will be totaled and the team with the higher of the two scores receives a win, the loser... a loss. | ||
3. | Teams will play division rivals twice during the regular season and all other teams once. | ||
4. | A team’s final record determines prize money and/or a playoff berth. | ||
5. | The season consists of 14 games, after which the playoffs (weeks 15 through 17 of the NFL season) will ensue. | ||

1. | All offensive scores (TDs, FGs) will be counted double if they occur during overtime. [That’s 120 points for a TD rushed or caught, 60 for a thrown TD, and double yardage for any FG.] | ||
IV. | Trades | ||
A. | Trades must be communicated to the Commissioner at the same time (or prior to) line up changes. | ||
B. | There will be no trades of “convenience.” Players must remain on a team’s roster for a 3 week minimum before returning to the team of it’s origin. Should a team receive a player, that team can deal him right away, so long as it does not return to the original team for 3 weeks. | ||
C. | Trades of draft picks for the upcoming season may occur, provided each team retains enough draft picks to form an entire team and that both teams return to the league the following year. Draft picks for the year after next will be off limits. | ||
D. | Once a team is mathematically eliminated from the playoffs, that team is PROHIBITED FROM TRADING. | ||
V. | Free Agents | ||
A. | A team may select any NFL player not currently on a team roster for a fee of $7.50. | ||
B. | Should a team desire a free agent, the team with the worst record (or lowest point total in the event of identical records) will select first and so on. This occurs on a weekly basis, and once the week's first game begins, ranking is reset. | ||
C. | If multiple free agent claims are made, the claimant must apply a ranking order. Thus, lower priority teams can steal a free agent if it ranks the player higher. . | ||
D. | No team may have more than 20 players. Should a team have 21 players, the owner must select a player to be thrown into the free agent pool. | ||
E. | A team may select one free agent after completion of the draft. Multiple purchases may take place after Week One. | ||
F. | No team may purchase free agents at any time after the first kickoff of Week 15 takes place. | ||
G. | When a team makes a claim, that claim will remain secret until Thursday night, when the claim is revealed, and that team will be able to keep the player, even if a lesser team tries to obtain him. | ||

1. | At the end of the regular season, points will be tabulated for each team’s total QB, RB, Receiver, K and D scores. The teams with the highest positional scores will receive a share of the money collected from the free agent pool. | ||
2. | The QB, RB, and Receiver high total scores will receive $1 from every free agent purchase, not to exceed $25. | ||
3. | The K and D high total scores will receive $.50 from every free agent purchase, not to exceed $12.50. | ||
IV. | Ties | ||
A. | Playoff Seeding | ||
1. | If two teams have identical records, higher seed goes to the team with more points | ||
2. | If those teams have identical records and points, higher seed goes to the team with the better divisional record. | ||
3. | If those teams have identical records, points and division records, higher seed goes to the team who scores more points in Week 7. | ||
4. | If those teams have identical records, points and division records and score the exact same amount in Week 7, the Commissioner will flip a coin at a neutral location in view of representatives of each team. The team that drafted higher in the first round calls the coin flip. | ||
B. | Playoff Games | ||
1. | If opposing playoff or toilet bowl teams score equal points, the victory will be given to the team that scored more points in Week 7. | ||
2. | If those teams scored equal points in Week 7, the Commissioner will flip a coin at a neutral location in view of representatives of each team. The team that drafted higher in the first round calls the coin flip. | ||
C. | Seasonal Prizes | ||
1. | Should there be a tie for overall, QB, RB, RC, K or D point prizes, the money will be split among the tying franchises. |
I. | Ship without a Captain Clause | ||
A. | If a team allows 3 consecutive off weeks to go by without adjusting their schedule accordingly, the team is barred from trading for the rest of the season. | ||
B. | A Ship Without a Captain is still eligible for postseason prizes and playoff or toilet bowl contention. | ||
C. | Teams designated as such have a low probability of being invited back the following year, though it is not expressly prohibited. | ||
II. | Free Agent Hit List Clause | ||
A. | When a team's free agent claim comes to fruition, a 14-day payment period is triggered on the Sunday immediately following the claim. | ||
B. | If payment is not received by midnight on the 14th day, the claimant franchise forfeits all games until payment is received. | ||
C. | Hit List teams lose franchise control if 35 days have passed without payment. | ||
III. | Jason Kolodizieizyck is a Child Rapist Clause | ||
A. | A team that does not pay its entry fee before the fifth game post-draft will have its records erased. No team would receive either victory or defeat, and any games against said team would be considered a bye week. | ||
B. | League standings would be calculated by winning percentage. | ||
C. | All prizes will be adjusted by according amounts. | ||
IV. | Lazy Ho Clause | ||
A. | A team that does not pay its entry fee by Week Two will forfeit its first two games. |
