A number of homeowners have observed recently that heavy equipment from contruction projects has been apparently causing damage to the neighborhood roads.
The UHHOA protective covenant notes that any damage to roads during construction is the financial responsibility of the homeowner who is doing the construction. However, it has been also observed that it is often difficult to determine definitively whether a particular piece of road damage was caused by a specific vehicle. As a result, perhaps, this provision of the covenant has been rarely enforced.
At the same time, board members and homeowners are aware that road maintenance / repair costs are often quite high, resulting in roads assessments to homeowners.
The board has begun discussion of this issue with an eye toward development of a set of guidelines for dealing with road damage resulting from construction in the future. Any such proposed guidelines would be submitted to the full membership for review / modification at an annual meeting.

homeowners regarding how to deal with such road damage. A number of possible
