Searsport District
High/Middle School Laptop
Procedures and
Guidelines
General Procedures
and Guidelines
Based on Policy
IJNDB
No student shall be
allowed to use school laptops and/or the Internet until the student and
parent/guardian have signed and returned this contract to the
school.
MSAD 56 provides
Internet access to support the educational mission of the schools and to enhance
the curriculum and learning opportunities for students and staff. The Board
believes that the resources available through the Internet are of significant
value in the learning process and preparing students for future success. At the
same time, the unregulated availability of information and communication on the
Internet requires that schools establish reasonable controls for lawful,
efficient and appropriate use of this technology.
Student use of
school laptops, networks and Internet services is a privilege not a right.
Students are required to comply with this policy and the accompanying rules
(IJNDB-E). Students who violate the policy and/or rules may have their computer
privileges revoked and may also be subject to further disciplinary and/or legal
action.
All MSAD 56 laptops
remain under the control, custody and supervision of the school unit. The school
unit reserves the right to monitor all computer and Internet activity by
students. Students have no expectation of privacy in their use of school
computers.
While reasonable
precautions will be taken to supervise student use of the Internet, MSAD 56
cannot reasonably prevent all inappropriate uses, including access to
objectionable materials and communication with persons outside of the school, in
violation of Board policies/procedures and school rules. The school unit is not
responsible for the accuracy or quality of information that students obtain
through the Internet.
Before a student is
allowed to use school laptops and Internet services, the student and the
student's parent/guardian must sign and return the Computer/Internet Access
Acknowledgement (INJDB-E). The signed acknowledgment will be retained by the
school.
The Superintendent
shall be responsible for overseeing the implementation of this policy and the
accompanying rules and for advising the Board for any need for any future
amendments or revisions to the policy/rules. The Superintendent may develop
additional administrative procedures/rules governing the day-to-day management
and operations of the school unit's computer system as long as they are
consistent with the Board's policy/rules. The Superintendent may delegate
specific responsibilities to building principals and others as he/she deems
appropriate.

Student Computer Internet Use
Rules
Based on Policy:
IJNDB-R
These rules
implement Board policy IJNDB-Student Computer and Internet Use. The rules are
intended to provide general guidelines and examples of prohibited uses but do
not attempt to state all required or prohibited activities by users. Failure to
comply with Board policy IJNDB and these rules may result in loss of laptop and
Internet access privileges, disciplinary action and/or legal
action.
A. Computer Use is a
Privilege, Not a Right--Student use of the
school unit's laptops, networks and Internet services is a privilege, not a
right. Unacceptable use/activity may result in suspension or cancellation of
privileges as well as additional disciplinary and/or legal action. The building
principal shall have final authority to decide whether a student's privileges
will be denied or revoked.
B. Acceptable
Use--Student access to
the school unit's laptops, networks and Internet services are provided for
educational purposes and research consistent with the school unit's educational
mission, curriculum and instructional goals. The same rules and expectations
govern student use of laptops as apply to other student conduct and
communications. Students are further expected to comply with these rules and all
specific instructions from the teacher or other supervising staff
member/volunteer when accessing the school unit's computers, networks and
Internet services.
C. Prohibited

responsible for his/her own actions involving school unit computers, networks
and Internet services and for his/her computer files, passwords and accounts.
Examples of unacceptable uses that are expressly prohibited include but are not
limited to the following:
1. Accessing
Inappropriate Materials-Accessing, submitting, posting, publishing,
forwarding, downloading, scanning or displaying materials that are defamatory,
abusive, obscene, vulgar, sexually explicit, sexually suggestive, threatening,
discriminatory, harassing and/or illegal;
2. Illegal
Activities-Using the school unit's laptops, networks and Internet services
for any illegal activity or activity that violates other Board policies,

Passwords/Unauthorized Access-Sharing passwords, using other users'
passwords without permission and/or accessing other users'
accounts;
8. Malicious

news groups without specific authorization from the supervising
teacher.
D. No Expectation of
Privacy--The school unit
retains control, custody and supervision of all laptops, networks and Internet
services owned or leased by the school unit. The school unit reserves the right
to monitor all computer and Internet activity by students. Students have no
expectations of privacy in their use of school laptops, including e-mail and
stored files.
E. Compensation for
Losses, Costs and/or Damages--The student and/or
the student's parent/guardian shall be responsible for compensating the school
unit for any losses, costs or damages incurred by the school unit related to
violations of policy IJNDB and/or these rules, including investigation of
violations.
F. School Unit

Use--The school unit
assumes no responsibility for any unauthorized charges made by students
including but not limited to credit card charges, long distance telephone
charges, equipment and line costs, or for any illegal use of its computers such
as copyright violations.
G. Student

reveal his/her full name, address or telephone number on the Internet without
prior permission from a supervising teacher. Students should never meet people
they have contacted through the Internet without parental permission. Students
should inform their supervising teachers if they access information or messages
that are dangerous, inappropriate or make them uncomfortable in any
way.
H. System
Security--The security of the
school unit's laptops, networks and Internet services is a high priority. Any
user who identifies a security problem must notify the systems administrator or
a supervising teacher. The user shall not demonstrate the problem to others. Any
user who attempts or causes a breach of system security shall have his/her
privileges revoked and may be subject to additional disciplinary and/or legal
action.
I. Parental

Purpose: The MSAD 56 web
pages are published for several reasons, consistent with the goals of the
district:
1. To enhance
communication between school and home.
2. To integrate
network technologies into the learning experience.
3. To extend learning
opportunities beyond the confines of the classroom.
4. To showcase the
processes and products of our learners.
Identification: Use of student
names: This is a world wide publishing medium and care needs to be exercised in
distributing personal details regarding minor students. Where appropriate,
"initials" or "first name, last initial" are used. Display of home telephone
number or residential addresses of students is never
permitted.
Photographs: In general, good
manners require the photographer to ask the subject's permission before
recording images. Please respect a person's preference not to be photographed.
Student
pictures: Display of an
individual's picture with name is not permitted. Group pictures are best, with
references to the teacher's class rather than individual names. Where

performances and exhibitions are considered fair use.
Student
work
Originality: Student work
represented in this domain is presented as "original", unless authorship is
otherwise credited.

policy, including the Student Computer/Internet Use Rules Policy and the
Employee Computer/Internet Use Policy.
Approval
Process: The building
administrator and/or technology director will make decisions about the approval
of the content of new web pages. Once approved, the systems administrator will
load the new page onto the district server. The Webmaster for each group

well as, for keeping it up to date and/or providing the systems administrator
complete updates as needed.
Inclusions: A Web
page must include:
1. Citations of
sources for all content (text, images, video clips, etc.) that you did not
create yourself. These citations may appear on the same page or on a linked
page, as long as they comply with the requirements of all of your sources.

Overall
goals:
1.
Each teacher/team will develop new common units/lessons each semester
that use iBooks as an instructional tool. By
making this a teacher/team goal, it is hoped that teachers will work
together for development, and will assess the
effectiveness of the iBooks compared to similar
non-iBook lessons.
2.
All teachers will ensure that students learn to use iBooks
effectively.
3.
All staff and administrators who have received iBooks learn to use them
as administrative and instructional tools.
1. Research on the
Internet according to teacher-defined parameters (using specific search terms,
portals, Webquests
2. Open-ended
Internet research
3. Awareness and use
of MLA citation requirements.
4. Transfer of
assignments or related material via paperless systems (email, Internet, or
network) to/from teacher or other
students
5. Organization of
academic materials using graphic organizing software (i.e., Notetaker,
Inspiration, drawing program)
6. Analysis or
graphic display of data (spreadsheet, DataStudio)
7. Software support
for presentation (separate rubric)

The following
procedures have been developed based on M.S.A.D. #56 policies in order to
effectively fulfill our district’s educational goals and objectives.
Policies and procedures are reviewed and subject to change at any time.
Appropriate notification will be issued as procedures are updated. That
notification may come in the form of email, an update on the school district’s
web site or an announcement in the schools.
A. General
Provisions
<!--[if
!supportLists]-->1.
<!--[endif]-->M.S.A.D. #56 is the sole owner of the
laptops and all associated equipment. The school district lends the equipment to
district students for the purpose of expanding the educational process. This is
the sole intent for laptop use. Each student and family is responsible for the
proper care and maintenance of school property. Computers are provided in order
to complete and support the curriculum set forth by the M.S.A.D. #56 school
board.
<!--[if
!supportLists]-->2.
<!--[endif]-->Students and families are responsible
for upholding M.S.A.D. #56 policies, guidelines, and procedures governing the
use of school equipment. No modifications of any kind to any of the software or
hardware are permitted.
B. Expectations and
Procedures: M.S.A.D. #56
holds the following expectations of the students and
families:
<!--[if
!supportLists]-->1.
<!--[endif]-->Students are responsible for having
their laptops placed in the carts for charging overnight.
Having a dead battery will not be accepted as an excuse for late or
missing work.
<!--[if
!supportLists]-->2.
<!--[endif]-->Students are responsible for
carefully managing battery use during the school day.
<!--[if
!supportLists]-->3.
<!--[endif]-->Students are required to bring their
laptops to all classes unless specifically advised otherwise by their teachers.
Classes may require formal use of laptops or will provide informal opportunities
to use the technology. Computers must be available for use at the teacher’s
discretion.
<!--[if
!supportLists]-->4.
<!--[endif]-->Laptops assigned to students are
strictly for student use. Students may not loan their equipment to others or let
it be leased by any person or business.
<!--[if
!supportLists]-->5.
<!--[endif]-->M.S.A.D. #56 equipment will be
properly stored, cared for and maintained.
<!--[if
!supportLists]-->6.
<!--[endif]-->Making changes or alternations to the
configuration of laptops, including adding or deleting software is strictly
prohibited. Changes to the base configuration can result in errors, which can be
difficult and costly to fix. In the event that alternations are made, students
will be charged the repair fee, which could be
significant.
<!--[if
!supportLists]-->7.
<!--[endif]-->Defacing laptops in any way,
including the use of stickers or decorations is prohibited. In the event that
school equipment is defaced, students will be charged for repair and replacement
of the equipment.
<!--[if
!supportLists]-->8.
<!--[endif]-->Students will be required to produce
their laptops for a periodic audit to determine unauthorized software use. The
laptops may be recalled at any time for software updates or changes.
<!--[if
!supportLists]-->9.
<!--[endif]-->The Internet services are to be used
for acceptable educational use only. Students and their family will be asked to
sign an acceptable use policy. If inappropriate sites are contacted, they should
be reported to M.S.A.D. #56 personnel so that they will not be recorded on the
student's history of use.
<!--[if
!supportLists]-->10.
<!--[endif]-->M.S.A.D. #5 equipment, software, and
connection to the Internet may not be used for commercial
purposes.
<!--[if
!supportLists]-->11.
<!--[endif]-->Use of photographic equipment in the
school is prohibited unless the school principal or his or her designee provides
explicit permission, and only in places explicitly identified. No cameras, video
cameras or other such recording devises are allowed in restrooms, locker rooms,
dressing rooms or other areas deemed private.
<!--[if
!supportLists]-->12.
<!--[endif]-->Students should refer technical
problems to either technical staff or Advisors/teachers.
Teachers are not expected to resolve technical issues.
C. Illegal,
Inappropriate, and Prohibited Activities--The following are strictly
prohibited:
Computer
Access
<!--[if
!supportLists]-->1.

and Internet access to engage in any illegal act.
<!--[if
!supportLists]-->4.
<!--[endif]-->Loading software, hardware or
additional plug-ins not purchased, provided or approved by M.S.A.D. #56. Any
students caught with illegal software loaded on their laptops or caught

hiring a technician to remove the software from the student computer, and may
face disciplinary or legal proceedings.

!supportLists]-->2.
<!--[endif]-->Intercepting or attempting to
intercept communications by parties not intended to receive the
information.
<!--[if
!supportLists]-->3.
<!--[endif]-->Accessing, possessing or distributing

D. Plagiarism and Copyright
Infringement
Students must respect the rights of
copyright owners. Questions regarding copyright laws should be directed to
school librarians or other school authority. Teachers will provide instruction
on how they want Internet sources to be cited. When
material is copied from the Internet, the best procedure is to ALWAYS identify
the source. Copying and pasting is not a problem, but failing
to identify the source is.
H. Rights and
Limitations
<!--[if
!supportLists]-->1.
<!--[endif]-->Internet access via M.S.A.D. #56
locally is considered a limited forum similar to a school newspaper; therefore
the district may restrict any user’s speech.
<!--[if
!supportLists]-->2.
<!--[endif]-->There should be no expectation of
privacy regarding the contents of computer files or communication undertaken by
way of the M.S.A.D. #56 laptop system. Teachers and/or school district
administration may conduct an individual search of a student’s laptop files,
email or other related items.
<!--[if
!supportLists]-->3.
<!--[endif]-->M.S.A.D. #56 will cooperate with
local, state, or federal officials in any investigation related to suspected
illegal activities conducted through M.S.A.D. #56 systems. Any discipline that
may be imposed will be in accordance with M.S.A.D. #56 policy. M.S.A.D. #56 reserves the right to
place restrictions on the use of the Internet accounts and laptop systems, to
involve law enforcement officials, and to file charges if
warranted.
<!--[if
!supportLists]-->4.
<!--[endif]-->Penalties may be imposed, including
but not limited to loss of laptop system access, suspension, expulsion, and
termination of employment. Individuals may be held criminally and/or civilly
liable for their misconduct.
