Information on public domain music has been neglected for many,

Opener: In 1992 a privately composed, privately published book on
public domain music was introduced into the music market for the first
time,
entitled, Katzmarek's "Encyclopedia of Public Domain Music" .
It sold into many libraries (mainly because it was a first) and
because
no major Music Publisher wanted such music on the market and therefore
they never put out such a book. (It is now in over 420 public libraries).
If you want to use public domain music there are various problems:
