Chapter 1 - Getting Your License to Drive
The Instruction Permit

training from a certified instructor★★★

When practicing with an instruction permit you must be accompanied by an adult licensed driver whenever you drive a motor vehicle.★★★

Many people get into trouble because they think it is legal for anyone to practice driving on public streets and highways without a permit if they are with a parent or another licensed driver. This is illegal and both the driver behind the wheel and the licensed driver with him/her are subject to arrest.

Chapter 2 - Your Driving Privileges and How to Protect Them
Driver's License Classifications

Class A license: No one under 18 can apply for a class A license.★★★★★

Class D(=formaly C) license: Anyone applying for class C under 21 license must be at least 18 years of age.★★★★★

Renewing Your License

The year of expiration is shown on the license card. The under 21 license issued to all drivers under 21 years of age expires on the 21st birthday of the license holder.★★★

Suspension

ILLEGAL for anyone else to use your license or permit or for you to alter your license.

You fail to stop for a school bus with its stop arm extended and its red lights flashing within five years of a prior conviction for violation of that law.★★★★★

You fail to pay court-ordered child support.

You are under age 21 and the court determines that you consumed alcohol while operating a motor vehicle.★★★★★

Zero Tolerance of Underage Drinking and Driving★★★★★

If you are under the age of 21, it is against the law for you to operate a motor vehicle when you have consumed any amount of alcohol.

If you are convicted, your driving privileges will be suspended for 30 days. If you are convicted again, your driving privileges will be suspended for six months!

Chapter 3 - Driving Habits, Driving Accidents
Safety Belts

Your chances of being killed or injured in such a crash are FIVE TIMES greater when you are thrown from your car than you're buckled up.

The chances of this happening are very remote - even for pregnant women - if the belt is buckled correctly, across the hipbones below your abdomen. ★★★★★

It is important to wear both your lap and shoulder belt while driving. Together they offer optimal protection.

Children under the age of four should not use belts and/or safety harnesses made for adults. They must be properly restrained in approved safety seats.★★★★★

By using federally approved car safety seats for all children less than four years old, the risk of injury or death for young children involved in motor vehicle accidents can be made much lower.

NEVER use a car safety seat that has already been in a major accident.

Do not hold a child in your lap while riding in a motor vehicle.★★★★★

Air Bags

Do not put children in the front seat.

Pedestrians

If convicted, you may be sentenced to imprisonment for not more than 90 days, or to payment of a fine of not more than $700, or both. If convicted a second or subsequent time within one year, you face a gross misdemeanor sentence of up to one year imprisonment, or a $3000 fine, or both.

Motorcycles

In 1997, Minnesota had over 113,000 registered motorcycles. In that year, 24 motorcyclists were killed and 916 were injured. ★★★★★

Motorcycle riders have the same rights and responsibilities on public roadways as other motorists. Though legally everyone must learn and obey....

Even when the motorist does spot the cycle it can be difficult for him/her to judge how far away it is. If the distance is correctly judged, very often the motorist still cannot tell how fast the motorcycle is going.★★★

Railroad Crossings

drivers involved in vehicle/train collisions are often familiar with the crossing where the collision occured.

There are several warning signs that drivers should learn to look for when watching for railroad crossings. These include:

Advance warning signs.
Pavement markings.

Special Stops at Railroads

you must stop your vehicle not less than ten feet from the nearest track...

NOT safe to proceed if an approaching train is visible.

It is illegal to drive past a flagger until he or she signals that the way is clear. It is also illegal to drive past or around a lowered crossing gate.

Extra Safety Tips for Drivers

When gates are used with flashing lights and the lights start flashing, you should stop before the gates are lowered. There is a train coming and the gates are lowered to stop you from crossing the tracks. Do not drive around them or attempt to get under them before they are completely lowered. This is illegal. Wait until the gates are raised and the lights stop flashing before crossing the tracks.

Certain buses and trucks are required to stop by law. Be prepared to stop when you are following these vehicles. Passing them while they are stopped at a crossing is illegal if you have to drive to the left of the center of the road.★★★

Highway Work Zones

Watch for the color orange - it means road work.

Whenever you travel through a work zone, remember these three tips:★★★★★
-Reduce your speed.
-Adjust your lane position away from workers.
-Prepare for the unexpected.

Tailgating

Tailgating means following too closely behind another vehicle.

How to Avoid Rear-End Collisions

This method is only meant to be used in good road and weather conditions with cars or other vehicles of standard lengths.

In poor weather conditions or with vehicles longer than standard length, increase your following distance to a four or five-second count.★★★★★

Two-Second Rule Spacing

A good way to count is one-thousand-one, one-thousand-two, etc.

If it takes two seconds or more-

Turns

Signal your intent at least 100 feet before making the turn.

When Involved in a Crash

In cases of injury or death, or total properly damage amounting to $1000 or more, a written report must be sent to the Department of Public Safety, Driver and Vehicle Services Division, 445 Minnesota St., Ste. 181, St. Paul, MN 55101-5181, by all drivers involved.

Chapter 4 - Drugs, Drinking and Driving
Alcohol's Effects on Driving Skills

It is important to remember that there is no safe level of alcohol that a person can assume will not impair driving performance. Alcohol can affect how we think, feel, and act.★★★★★

The majority of laboratory studies of alcohol and driving related skills conclude that most driving related skills become significantly impaired below an AC level of .08...some critical skills become impaired at or below an AC level of .05.

Steering

Steering is a very important driving task that is impared at low AC levels (.05).

HALT - A person should be extremely careful or avoid using alcohol when:

H=HUNGRY    A=ANGRY    L=LONELY    T=TIRED

THERE IS ONLY ONE WAY TO ENSURE THAT YOUR AC LEVEL DOES NOT IMPAIR YOUR ABILITY TO DRIVE - DON'T DRINK! REMEMBER, THERE IS NO SAFE LEVEL OF ALCOHOL THAT YOU CAN ASSUME WILL NOT IMPAIR YOUR DRIVING PERFORMANCE.★★★★★

Minnesota Laws

alcoholic beverages in Minnesota is 21.

the driving privilege for 30 days on a first violation and 180 days on a second violation.

Drive, operate, or be in physical control

A person is found to have an alcohol concentration in his/her body that is at or above .04.

You may be convicted of driving while impaired even if your AC level is as low as .04. This is because alcohol can impair important driving skills even at low AC levels.
...the first time, the sentence could be a fine of up to $700, up to 90 days in jail, or both.

A second conviction within five years or twice within ten years of the first of two or.....

Pre-Arrest Breath Test
